A “clean sheet” design for an aircraft is a manufacturing project that starts from scratch, without modifying an existing design. The clean sheet approach is deployed when it’s no longer feasible to make meaningfuly improvements to an existing design, or when the aircraft needs to serve different markets that existing designs can’t address.
